Quickstarts Qld | Queensland Housing Investment Growth Initiative

QuickStarts Qld is a capital investment program accelerating planned construction and redevelopment expenditure to deliver a range of housing types to accommodate people eligible for social housing. QuickStarts Qld also targets strategic purchase opportunities to deliver social housing.

From the Far North to the Outback, and down the length of the Queensland coast, the program of work is aimed at delivering housing solutions based on local need.

There are 3 elements to QuickStarts Qld:

  1. Development proposals from registered community housing providers (RCHPs) which will increase supply of community housing, funded through capital investment.
  2. Immediate spot purchases of suitable properties to add growth capacity to Queensland’s social housing register.
  3. Housing construction or redevelopments projects delivered by government.

Projects delivered by the government are not included in this procurement process as they will be delivered through separate procurement processes. Builders and trades should register with QTenders to see contract opportunities as they are released.

Under QuickStarts Qld, we are seeking proposals from RCHPs for projects which can commence over a 4-year period.

This includes:

  • Priority projects: new construction projects that:
    • can commence in either 2021-22 and 2022-23; and
    • are on land owned or owned or legally controlled by RCHPs; and
    • have no barriers to immediately contracting with the State.
  • Pipeline projects: new construction projects that can commence from July 2023 to July 2025. In addition to any land contribution, we are aiming to maximise funding contributions from RCHPs for the construction of each new social housing project.

RCHPs, with an interest in co-investment for spot purchases, can also use this process.

Aboriginal and Torres Strait Islander Councils that are registered housing providers under the Queensland Regulatory System for Community Housing can submit proposals for new construction supply projects within their local government areas.

Aboriginal and Torres Strait Islander Councils will have the opportunity to identify new housing supply projects, in addition to the 136 committed dwellings. Using local housing planning will help to identify new housing supply projects that can be delivered over the next 4 years, in partnership with us.

The QuickStarts Qld procurement process closed on 21 January 2022 and the department continues to progress State-led, Aboriginal and Torres Strait Islander Council-led and community housing provider-led projects.
